Biography


Associate Professor Emeritus at Faculty of Computers and Information, Cairo University. Born in Egypt in 1960, graduated from the Faculty of Engineering, Cairo University in 1983 and obtained his Ph.D. at the University of Lille, France, in 1993.

He was Assistant Professor Faculty of Engineering at Cairo University before transferring to at Faculty of Computers and Information in 2013. 

He held several high level governmental positions such as the Chairman of the Information and Decision Support Center (IDSC) at the Egyptian Cabinet; the Executive Director of the National Management Institute (NMI); Advisor for Strategic Projects and Director of e-Government Services Modernization Program at the Ministry of State for Administrative Development (MSAD).

In 2008, he won the first prize for the All Africa Public Service Innovation Award for the Local Government Modernization Project and in 2009 the UNDP Award for the University Enrollment Project, and the Egyptian e-Government program was then ranked 23 worldwide according to the UNDESA reports.

During his carrier, he managed several successful projects with the government of Egypt, private sector and NGO’s, as well as consulted for National Projects in Sudan, Yemen and Kuwait.
